Assassin nerf: Imaple, this skill could create awesome spikes with death blossom and blades of steel, since it was a hex it activated automatically so someone lost 200-300 health in one Dual attack
Assassin buff: Shadow of haste allows for Hell ass Shadow stepping, basically just put this on a mo/A with dash and t hey can get away from anything
Ritualist nerf: well everyone knows -_-
Warrior: no one cares about this class
Ele: tons of buffs
FYI spoil victor sucks if you can kill before it does to much damage..
Best buff for me would be Dash
biggest nerf is: dervish scythe capabilities

Man, I forgot protective bond existed until I read through this thread. It is by far the greatest nerf, the skill's utility was >completely< destroyed.

I would say the best buff was to warriors in general giving them plenty skills to pick and choose from sometimes not even knowing what skills to take.
The best nerf (which was needed) was to spirit spammer rits. No more just hitting 6 buttons like a retard. A huge nerf but was a well needed one. Also spirit spam rangers could go with this.

The Nature Renewal nerf makes other nerfs seem like nothing. Completely ENDING all enchants and hexes is HUGE. The ether renewal nerf comes close but the E/Mo smiter was not as uncounterable as a NR spammer.
Dwayna's Kiss is biggest buff, used in every healing build almost.

Nerf: Verata's Sacrifice. The only time in GW history that a spell was reduced to uselessness. They might as well have removed it from the game. No other nerf has been this extreme.

I pretty much agree with the OP.
Buff: Spoil Victor. It just destroys people now with that high damage.
Nerf: Ether Renewal or Vereta's Sacrifice. Both aren't worth having at all anymore.

i've played with ele the longest so i can speak best for ele skills:
Biggest buff: Fire spells in particular Mark of rodgort is almost spammable and is now AOE.
Biggest nerf: AI scatter update. now you cannot unload a sh*tload of PBaoe's with mist form up

I cannot vouch for which was the greatest, so just to throw some skills in the mix...
Nerf:
--Ele-->Ether Renewal/Gale
-Necro-->Verata's Sacrifice, Death Magic Minion cap, Blood of the Master (used to be 10% flat not 5%+2% per), Offering of Blood, Putrid Explosion (cast time), Feast of Corruption (used to be 10 energy)
-Monk-->Prot Bond , Contemplation of Purity, Divine Boon, Healing Hands (elite status), Draw conditions (used to be 0 recharge), Zealot's fire
-Warrior--> Hundred Blades (made elite), Eviscerate (basically 3/4 the original damage), Victory is Mine (single target), Battle Rage, Savage Slash (10 energy), Gladiator's Defense
-Mesmer --> Fragility, Inspired Hex/Enchantment
-Ranger-->Oath Shot,
-Assassin --> Shadow Refuge
-Ritualist --> Ritual Lord
-Dervish scythe, sand shards
-Paragon --> indirectly -Watch Yourself, Energizing Finale, Incoming
Buff:
-Holy Veil (made it a staple for Forge runners)
-Conjures, Mind Burn/Mind Freeze/Mind Shock, Glyph of Lesser Energy
-Arcane Thievery (Signet of Illusions)
-Determined Shot (made it work), Broadhead arrow (energy)
-Bull's Strike, Deadly Riposte, Healing Signet (-40 armor not double damage), Skullcrack
-Dash (used to be 30 recharge), Moebius Strike
-All the rit channeling
PVP changing: Chain Lightning (air spike anyone?), Nature's Renewal (no more enchant/hex removal), Spirits: Spirit explodes when 2nd one made, Energy drain/tap, Distortion, Mend ailment ( essentially 3x recharge)

But in the end, for me the biggest nerf was Prot Bond. It made the game rid of so many monks that didn't ever bother healing and only soloed. I am thankful for that.
Similarly, the greatest buff was to Holy Veil. It made it from useless to useful.

10s duration and you used to be able to get it to 5e per enchant.
Anyway, NR, Ether Renewal and Prot Bond have to be some of the biggest nerfs ever.

For me, at least...
Greatest Buff: Dolyak Signet. They effectively doubled the armor bonus to this skill a while back, making many areas that were previously unsoloable to a Strength warrior easily soloable.
Greatest Nerf: Verata's Sacrifice. This was the key skill that could keep minions alive indefinitely - now, you have to carry 2-3 skills to spam Blood of the Master to get the same effect.

Greatest Nerf : Well, a number of things, really. Most noticeable (for me) are the numerous Zealot's Fire nerfs, Offering of blood (20%), the numerous Distortion nerfs and Gale. The good thing is, most of those skills are still absolutely fantastic
Greatest Buff : 21 energy balthazar's spirit :P
